This PR:

bumps judas_protocol to 0.8.0
adds message handlers
adds known client caching
adds ACK tracking (if sent message not ACK'd within 5 seconds, resend)
adds HELLO timeout (if new client connects, give 3 secs to send HELLO, otherwise disconnect)
fixes a bug with handling of double connected clients where old client isn't disconnected
